It's no different than talking about the potential that a hypothetical person has, except the person in question happens to exist. As a human, it'll frustrate him to be presented with a person who isn't as they should be. He'll whirl over it over and over in an effort to find the solution without ever coming to it.
He is nonetheless honest in his delight at hearing that their project - the human they'd created from scratch - is so cared to draw out this reaction. However one chooses to view him, he was dearly beloved by those who were working on him, and he doesn't need to look into the future to know that child was never meant to be thrown into the world on his own. It would be no different than throwing a child out into the world with no support. He was meant to be loved and cared for, seen as a point of pride and a future leader in society, just as any child might be.
