I hate to say this, but you all are easily more experienced with this than I am... Still, there's no reason to wait on this when one of our classmates has turned up dead, and another [she is assuming stephanie is theirs] is in the state that she is. I don't want to think one of us had anything to do with it, but turning away from the truth only invites more pain--
So let's lay out what we know and try not to go at each others' throats about it.

[This is definitely the first time she's hearing of this, and she can't help but chew her nail in annoyance.]
Damn it, by now that sort of scent would have been something that whoever the culprit is got rid of by now. What a pain in the ass, honestly.

Not to mention that whatever the container was for it must have been gotten rid of by now... does anybody know if there were other locations that smelled like that, too?

I'm not sure if I can say conclusively that she was 'responsible' in a way - but there's an idea... of her and the actual killer working together, but things went wrong, somewhere - maybe. I'm not so sure.
In any case, the container that had the concoction that killed them is probably long gone by now, unfortunately. But if it's gas, then... I'm not too familiar with the student council room's layout. Are there any vents there that could have been used...?

Certainly, if you wanted to get rid of the gas quickly, you could open the window. That'd also line up with the Vice Principal potentially being thrown from there.

Couldn't tell if the window was opened... but there's no sign it wasn't. The crawlspaces don't go there either... it really is a locked room mystery, huh?

I didn't smell chlorine anywhere on the first floor, so there's that.
[To be fair he wasn't looking, er, smelling? at the time, but it's quite a sharp smell... he probably would have noticed.]
