Memories
Toward the end of June and throughout early July, rumors will begin to diminish as students move on from the excitement of the new school year and the rapid changes seen within the school, events ending, and teachers starting to shut them down, but there will be lingering effects. In particular, memories, mirrors, and the stairs seems to be points of interest. Students remain fearful of the forest as well, speaking of how those who enter it never return.
The sense of deja vu will considerably worsen as the month goes on. The more one thinks, the more they'll find themselves wondering if they're not forgetting something important. By the middle of the month, they'll be certain that they've done certain actions or had conversations before. It's like pulling at a thread and unraveling as an entire sweater as reminders of the past begin to flood them.
Sometimes it's their school memories that they arrived, with, but it's often different versions of their present situation. It might be as simple as a conversation over tea going differently, or as dramatic as murdering one's friend. Perhaps they'll even remember their own deaths. They might remember characters harboring different behaviors, perhaps being more distant and gruff, or perhaps more hopeful and friendly. Whatever they might be, they're memories that characters could easily see as an alternative to their present selves. That is, they're always true to the core of the character.
Incidentally, throughout their scattered memories those with multiple tallies will find that the number of tallies on their wrist changes as they pass through different memories with different versions of themselves. For those who see dates in their memories, they will find that the year often varies. Those with few tallies tend to have the least variation, while those with the fewest tend to see the least.

Mini Event: Despair Diseases

On July 10th, Nagito Komaeda's bad luck will proc and he will set lose a bottle full of tiny insects that carry diseases. They scatter about and disappear before promptly disappearing, only to reappear later to bite people and infect them. Whoops!
Those bitten once will be infected. Those who are bitten twice will be cured. Those who aren't bitten a second time will just have to wait it out. The symptoms take about a week to recover from. For the most part, the symptoms are similar to those of the flu. Characters will find themselves with a high fever, weakness, nausea, amongst other symptoms... More problematic, however, is the way that it tends to effect their personality.

The new student council members will be given a warm welcome at the beginning of the month as they are accepted into the student council. Perhaps it's because transfer students have gone out of their way to assist this newest set of students, but while some of them still look coldly at the transfer students, they seem more welcoming than before. They're happy to work with them, even, and will happily discuss ideas and how to best implement them.
Ishimaru will receive a delivery shortly after, specifically a small key with no label on it. The student who delivers it will explain that it was intended to be given to the new student council president once they had enough members, and with their new recruits they have just enough. If experiment with it, they'll find that it opens the cabinets in the room.
The cabinets contain records of the past years dating all the way back to when the new building was created. They'll be able to find student records, though none of them have names of past, present or future player characters, which contain information such as tuition, the date of their arrival, graduation dates, and so on and so forth. The dates range from months to hundreds of years. They reports maintain a record of their wishes and desire listed, and common ones are to satisfy their regrets, to undo errors, second chances, and for moments and relationships to last forever. There's also a page for the first student council president. It seems that they were a transfer student who wanted to lead others to graduation. It's also the only one with a picture, but whether or not it's real is anyone's guess.

It seems that it had once been in his office, but was removed shortly before the events that led to his freezing. The Forest
As a result of player exploration, more of the forest is available. The deeper one goes into the forest, the more dangerous and stranger it gets. The staircases in the deeper portions will return one to the mirror room. However, as they go along they'll be able to find various personal belongings - everything from scraps of cloth to game counsels to notebooks. The papers are yellows, and all of the times seem to be weather worn and damaged. One can assume that they've been there for quite some time.
The more they move in, the closer they get to their goal. There's a place that always seems to be on the horizon, the feeling that they're close to some threshold, but they're never quite able to reach it... But they know that they should know what they're searching for, and if they could just determine what it is, then they would be able to find it... After all, there must be something at play for students to so often fail to return, right?

in particular he was looking for more details on the student council "elections" from 1999-- essentially when Ishimaru had won the right to make it into the student council and many familiar faces (Shirogane and Inaba included) were included

There would be references to it, but they would be pared down to something more palpable, as many things in the school tend to be. It would essentially describe it as a selection process that utilizes the traits covered by Maya in the original post, including testing their character. Looking back further, this generic wording seems to be what they tend to rely on. The same can be said of events like finals and graduation; while many allude to darker methods, there's a certain whitewashing (i.e. they might refer to "taking points from other students" and the expected student body for the next year, but they don't specifically say killing them - things like that where it's easy to read between the lines.)

if miyuki here can vaguely recall those questions and believes he may know what his answers may be, would he be able to recall any kind of advice the previous nurse would have given him? in general, he can't say he'd want to change much except for a few butterfly effect things that might've led him to where he is now
though, most likely, he wishes he had better protected himself or anybody he was close to, and mainly wondered if he was doing enough as a member of the student council

Unawakened Natives are those students who go through day to day life as though they were normal students. They have no distinct identity and are not aware of the oddities of the school despite partaking in them... For example, the list of names found in notebooks, or the fact that transfer students can wake up with fresh tallies. They simply take things at face value and are a reflection of the school
Awakened "Natives are students who have a distinct sense of their identity and what is happening in the school, but still believe themselves to have a life outside of the school. For example, the previous Student Council presidents both consistently went home every day. The same could be said for Rokkun, who left daily despite understanding his situation. They're a gray area but still tend to be treated as "part of the pack" by natives but they're functionally soft transfers.
Transfer students are those who have gained a full awareness of the oddity of the school and their identities. They're firmly rooted in the understanding that they do not belong here and cannot acclimate, and they can pick apart all the oddities, and as a result of this understanding they are unable to leave. For example, Miyuki knows that there's no family waiting for him beyond the gates. Keigo did not leave the school because they likewise had this steadfast awareness of their role.
This is all scattered about various events so I think IC it could be pieced together, this is just me putting it in one place because I think it's difficult to keep track of a year and a half of lore that's been stretched out over a mix of events, the FAQ, and NPC contact so I hope this helps more generally in terms of piecing things together since transfers are thought of as "others" and typically wind up excluded from things and that's because of that.
That small tangent aside, if he were asking about what he could do differently he'd probably get somewhat pained smiles and reassurances that he was doing everything that he could. The school is a reflection of the people within it, and because of that it's not something any one person can fix by themselves... But she would also say that it's her job along with the Counselor's to care for them. If he reads between the lines, it's a mix of that adults have dumped them in to take care of themselves even as the place went to Hell. But changing the school's culture is something that would need to come from within now.

I sincerely appreciate the effort you're putting in to condense this! Really on this end, he'd otherwise continue to look into who may have been attacking students/potentially setting them up to be possessed, and if students "changing" in any sort of way was common when the time came to pick out new stuco members.
He's. Still mainly trying to piece together what happened around the time he (and b/c he's a dumbass, mostly inaba) dropped out, and understand it in a way to prevent it from happening again

So the first thing I'll say is that this school cycle is different than previous cycles, and there's many factors here but it can be safely assumed that it's having the right pieces on the gameboard in the order that's needed. I'll use Rokkun as an example for him as due to various slight shifts he was able to graduate rather than dying as he's done for the past 600 years, though bless his heart he did try all that time. There's been changes in several of the characters and, of course, the attitude towards natives - Shin, Komaeda, and Lucifer saving hundreds of students in December is one example; Ishimaru becoming student council president and his combined efforts with Miyuki being another; then Keigo being saved through the efforts of Subaru, Amami, and others. There's been murders, but it doesn't outweigh the efforts made toward a group that have been hostile toward transfers from the start.
So in short, you all have been changing it just by changing each other and facilitating an environment where there's not that same need for aggression and hostility even as those with major power have largely sat idly by. I think this is something that would be easy for characters to miss since it has been a slow burn, but there's been definitive change due to IC actions. If anyone, I think that senior staff members would be able to note it best since they often dislike yet are unwilling to push back against concepts like killing students for failing finals because that's just how it is to them... But just what he's been doing is enough, the school just needs people who care.
For the issue of possession... This is a little messier, but I'll do my best to piece it together: When characters die, their souls are intended to return to the wisteria tree. They're drawn back in the same way that a moth is drawn to a flame... On the other hand, you could think of wayward souls that possess bodies as a temperamental child that's resisting taking a nap for whatever reason. Even if a person knows the "truth," most will still operate and think by human rules - such as how Aiko focused on not wanting to die despite that. Her circumstances are more complex, but the idea is there.
So, that's where the idea comes from and why we've had a couple possession plots. There's also the fact that souls can be tethered to objects, tethered together, or split while following the same rules. For example, Nao had a piece of her soul split off and bound to an object. For what might be encouraging this, well... The school has a cult that's dedicated to such oddities and methods. We have a summoning room named for the corresponding circle, and one of the early events was due to Lucifer's teaching leading to students summoning imps... So if you combine those facts, would it be that difficult in a place where people are constantly dying and being replaced, to tether a few loose souls to an empty vessel?
It's pretty sad that the place they came into is so deeply toxic and broken that the student council president felt that the way to test their prospective member was to have them prove that they could both handle having several people trying to kill them, but also to kill in return, isn't it? But it's well known that the student council president has a target on their back... So it would be safe to assume that their heir apparents would too.
I hope that helps, again - I know this is a little info dump-y but I think a lot of this is easy to miss bc it's all so scattered so I hope it helps. The stuco members are all smart kids, so I think if they bump their heads together they can sort it out. There might be a little NPC ping pong on some of it, but I trust them to be able to figure it out... But ic characters have built their own ending, so Miyuki's already getting there on his goals even if he doesn't see it.
