As the game progresses, different npc faculty and students will become available for threading. Hope is why this is important to me, to see these students persevere or overcome their fears, to feel they can come head to head with the higher power... if they're weak, they'll all be killed, and the Student Council is the authority here. I want to help their budding flowers bloom into something... everyone's hope is different. Seeing them make something of themselves, even if it's just a battle of words against the Student Council, don't you believe there's something to be gained from that? In their perspective, and perhaps you can see how they've changed from the start of the year until now.
( it's hope, komaeda can't lie and say it's not when he wants to push them forward, motivate them, strip them of their worries — there's not many ultimates here to be their light, exposing the path that they walk, and so they need to do it themselves. all komaeda can do is give a little push in the right direction, and he's curious. )
The Team Leader has found the students he wants to use, and even I know Ishimaru-kun will give them a challenge, with you too; I even have certain students that will make things interesting if you're willing to have them. You can even approve the topics that can be used, I won't overstep if you're giving me you and the council's time.

Essentially, the student council is a common enemy for the student body to band against, is how you see it.

She gets it— doesn't mean she has to agree with it— but she understands that for the majority of the students here, the enemy is each other or the school, the former breeding distrust and malice between people who are all in the same boat, and the latter too vague of a concept to find anything concrete to fight back against.

You might be an enemy to the school, but it's not that I see an enemy. I only see hope and stronger hope, and whoever had the strongest will show.
( yeah, he said the word again, but he's honest with his claim, he doesn't see the student council as the "evil" but he doesn't see them as the "good". if that's the case, he wouldn't have told rokkun before that he wondered if the student council's hope would stop him. )
